Joan Berry, President
Ms. Berry has extensive experience in all phases of transportation improvement projects from concept through construction. As President of EJM Engineering, she is responsible for management of a professional engineering firm involved in a broad range of design, construction management and infrastructure management activities. Prior to assuming leadership of EJM, her responsibilities have involved the management of the Chicago office of an international engineering consultant firm; deputy program manager overseeing planning, design, construction and operations start-up of the Tren Urbano rapid transit system in Puerto Rico; and technical and management positions in planning and program management for transportation infrastructure projects for the Chicago Department of Transportation, Chicago Transit Authority and Regional Transportation Authority. She has also played key roles in management studies to reorganize two State Departments of Transportation.

Christopher Krueger, P.E., Principal Engineer
Mr. Krueger has over 30 years of experience in the planning, design and construction of major public works projects. His experience includes management of design and construction of traffic signals and signal interconnect systems, Intelligent Transportation Systems, and various street and highway improvements. He also has managed feasibility studies, design and construction of transit projects including rapid transit lines, transit stations, and commuter parking facilities. As Chief Engineer at EJM Engineering, Mr. Krueger is responsible for supervising work of project managers, project engineers and construction engineering staff, performing QA/QC of work products produced by EJM staff, and management of traffic engineering projects.

Richard A. Young, P.E., Chief Engineer
Mr. Young has more than 13 years of civil engineering experience in the preparation of Phase I studies and Phase II design plans for municipal and Illinois Department of Transportation projects. He has prepared numerous studies and plans, specifications and estimates for interstate highways and municipal streets. Rick has also developed vertical and horizontal alignments, completed intersection design studies, traffic analysis and accident analysis, determined construction cost estimates and prepared project development reports. He is also experienced in the design of storm sewer systems. Rick has served as a resident engineer on municipal infrastructure improvements and he is prequalified by the Illinois Department of Transportation to serve as the quality control/quality assurance manager for material testing and inspection, and he has a working knowledge of IDOT specifications and procedures.

Richard Stark, P.E., Senior Electrical Engineer
Mr. Stark is a renowned expert in roadway lighting. He had a lengthy career in public service, including 28 years with the Illinois Department of Transportation where, as District Electrical Engineer for the IDOT District 1, he researched and developed electrical, mechanical, and communication systems; planned, designed, and maintained roadway lighting, mechanical and electrical systems; developed, operated and maintained reversible lane control system, and performed utility rate negotiations. He has provided expert witness testimony on roadway lighting matters. Mr. Stark was the author of the roadway lighting section of the Traffic Engineering Handbook.
